EXCELLENCE IN GOVERNANCE

There are two things to talk about – excellence and governance.

Excellence by definition is a journey not a destination. The title therefore by implication suggests continuous evolution and changing paradigms. This means that whatever be our de:inition of ‘good-governance’ – it will keep changing over time. Another two important aspects this term ‘excellence’ demands is de:ining ‘bottom-line’ and ‘benchmarks’. What is the ‘as-is’ state and why we want to move in a direction? What benchmarks will be used to ascertain if the movement is in that direction or not?

Let us talk brie:ly about ‘governance’. I see it as comprising of a few operational elements – a structure that visions and propels movement, both social and economic. Another operating element is a structure that monitors and controls this movement in that direction. The third element is delivery and judicious distribution of fruits of such growth that is espoused
